Business Council and Homeland Security Council members should watch legislation currently pending before the New York City Council which will amend the administrative code of the city of New York, to require permits for biological, chemical and radiological detectors. As drafted, many believe the bill is overly broad, could prove beyond burdensome in terms of the requirements to report findings, and could set very dangerous precedent for similar proposals across the country. Organizations such as the American Industrial Hygiene Association have weighed in directly with the Mayor expressing their concerns. The bill had been brought to the Business Council's attention late last year through the BC Safety & Health Committee. Initial fact finding indicates this bill is a "test case" being advanced by the Department of Homeland Security and, if successful, will be used as a model elsewhere.
