As part of the FY 2008 budget, Congress combined funding for the State Homeland Security Grant Program (SHSGP) and the Law Enforcement Terrorism Prevention Program. As a result the LETP no longer receives funding. For FY 2009, the President proposes a large reduction in SHSGP, to $200 million from $890 million. Emergency Management Performance Grants would see a one-third reduction under the FY 2009 proposal. Funding for state implementation of Real ID was proposed for FY 2009, but instead of being provided under the grants section of the Real ID law, it would be provided as one of many uses of a proposed new competitive grant program for national security and terrorism prevention. As proposed, it would be funded at $110 million. Next steps: Congress faces an April 15, 2009 deadline for adopting an FY 2009 budget resolution. This deadline hasn't been met in years; many are speculating that an FY 2009 budget will not be enacted until after the November elections.
